I bought these on eBay years ago. I don't remember what I paid for them. They were described as cake toppers, so I'm going with that. They are tiny, ceramic and French!
Those are really cool. I don't think I've ever seen those before. I know I've seen similar French items, probably from the same manufacturer, of various cartoon characters.
